Instead, each town within a county has its own Town Clerk who serves as the Registrar of Vital Statistics. About Connecticut County Birth Records

In Connecticut, birth records are maintained at the town level, not the county level. Each of Connecticut's 169 towns has a Town Clerk who serves as the local Registrar of Vital Statistics. This means that to obtain a birth certificate, you must contact the specific town where the birth occurred.

For births that occurred on or after January 1, 2003, you may request a certified copy from any town vital records office in Connecticut or from the State Vital Records Office in Hartford. For births before 2003, you must request from the town where the birth occurred, the town where the mother resided at the time of birth, or the State Vital Records Office.
